Drogo was thinking about this and how easy it could be for someone to quickly create an account of a similar name to get the coupon code. One way around it could be for the top voters to, while in game, confirm their top voter status and forum name to any mod who could pass that confirmation to CypriotMerks prior to coupon codes being handed out
Of course permabans work as well.
