Nope, check your wifi and internet, and place blocks where the water is incase they aren't actually there, or they are spreading, but you can't see it.

 

Its probably just melted ice

Logic doesn't work in mc, I remember the time I kept getting killed while akrill was testing his warp on .Org .-. and the mobs kept spawning even after he added more and more lights...

Melted ice, just give them a block update by placing a block near them, make sand fall next to them, charge next to them with a redstone signal to fix this.

The ice has to be on top of a solid block to make water
