I can't find a way to do it. Maybe you could try and contact the sign maker to find out how it was done.
Hacked Clients can do this with Symbols if you input certain data, I believe it is called AutoSign, and it places signs with the text a user tells it to type.

It was most probably put there by holding down the ALT key and typing the number code, along with the colour code in-front. I think you'll find, like Uras said, that it's completely possible without a hacked client. Is your question answered?
