So here it is, my first suggestion! This was thought when I was once looking through people's ban appeals. I think that Noobcrew or Cypriotmerks should add a broadcast saying something like this : Broadcast: visit out website - skyblock.net to view the rules, suggestions and much more! I don't think this is part of the broadcast but it could remind people to look up on the rules. I can't think of anywhere that the website is shown.
