How does one become top voter? We can each vote only twice per day so many people will be on the same number of votes at any given time.

 

Well there's bound to be one day where you don't vote
Beyond that, I think it may be the actual time that you last voted at.

 

Is anyone else in your house (same IP address) voting before you? You only get one vote per IP address per site.

 

But given how many people are going to be voting, there is bound to be at least a few players who don't miss any days.
