If I'm correct, you were the one who's rank got switched from .org. Did you receive the other perks, and does your kit work?
If your rank was switched over than you still should have gotten your items. The donation page says 1 enchant table and spawners (i think 2 i cant remember even though i looked at it like 10 sec ago). I am not sure what is going on, but some people do not get the items when they donate. When I donated and upgraded from 50-100 i think i got what I was entitled to. that was back in march. Best is to wait for cyps offical word

He will have the kit and all the commands as they are the permissionsEx group, but the items you auto receive did not come through.
I could have already told you it would work, as permissionEx is never wrong (like log-block), so he just needs to be refunded. (I'm not sure of all the items, as when I upgraded to $100 I didn't look for them)
XxNuKzxX Cyp added you through the buycraft group, so you should have already received the spawners. Perhaps wait up to 24hrs as sometimes there can be a time delay between getting your rank and getting the items?
He added him through pex, not BuyCraft. (I could be wrong, it just looks that way on the other thread as he banne him on org for nick if he has one)
I presume he was offline when the donation was switched, therefore the /give command that is run through the console would not have worked. A refund is all that is required.
