Make an account (Assuming you don't already have one) then hit the Upload button at the top right. Kind of self explanatory from that page, but click the center and select the footage and open it, let it do its thing uploading and add a title and a description of what it is if you want to. After it uploads you will need to hit publish, you can see that little button in the right hand corner of the uploading interface.
