I got a technician to come out and find the source. I pinged the IP several times, and I found out it's due to packet loss
Nope, they're not. I talked to my ISP for the past four hours, and this one woman helped me for 90 minutes. She tried every issue, so she eventually said it's either a bandwidth issue or the server's issue. They unblocked all ports, and it's not a firewall issue. I'm going to try to use a proxy. I also tried it on an LTE hotspot, and it worked perfectly.
