Is there a certain section you're referring to? You are still able to include a poll in the discussion section (I'm assuming that's where polls are most often used).
My apologies; I still have the option to add a poll and I had seen it before I received moderator permissions. I wouldn't know why it was removed, it it was. It could also be something that members with a certain number of messages are given; maybe someone with 750 or 1000 messages could figure that out.
Since CavemanBen has the option of posting a poll with 1,500+ messages, I definitely think it has to do with message count. May I lock this now or would you like to wait for other responses?

Sure, although it could be lower than 1500 since I don't have 1500 and can post polls (could before given moderator perms as well).

All Mods can post polls. As for players I am not sure but polls have been bugged for a while since one forums update. If some players can and others can't then there may be a condition in which players can use them.
Many people say it's depending on your messages, but I have over 2k and I can't see an option? I might be looking in the wrong section but. *shrug.*
For the purpose of finding out whether it is a bug or not, could you try adding a pole in discussions? Apparently that is where you can post polls.
