A raffle ticket costs 15 grass for each ticket.
Can I have a free ticket?
No you cannot have a free ticket, you do not get your ticket on the list until you pay me in game.

You can buy as many as you want.
When does the draw start?
When all 15 slots are used. I understand it looks like I'm trying to make a bargain. I'm going to be honest here. I am trying to make a bargain, as I need stuff for my fresh beginning.
Is there another prize?
The ticket I pull out wins the spawner, so no.
