Why Is Sand Illegal?

Ok, I understand why most Illegal items are Illegal but why sand?? I mean If Glass is ok whats up with sand?
I get 10 sand in my donor 50 kit But I can't sell it! All I can do is make glass!

 

Sand trade/Give is illegal because it's on the starter island. If it wasn't illegal, people would constantly remake islands and take the sand to only then sell it and create profits. Also well known as "island farming". All sand based items apart from Glass is illegal to trade. If you would like to trade sand, search up how to create a sand converter - convert your sand into red sand and then sell it. Seen as redsand is perfectly legal to sell. Then the other player would convert the red sand into normal sand. That's what you could do with your excess sand. What are you trying to suggest though?
