How fix the steve skin glitch?

I see everyone as steve and no optifine capes I see.

anyone know how to fix this?

 

I saw this as well, I believe it’s something to do with your broadband provider and whether there are any restrictions on your WiFi - it’s what happened to my skins but now most of them show up. It might be a different case, but does your WiFi have restrictions?

I fixed it,

People's skins are back and the Optifine Capes.
