Converting Red Sand To Normal Sand

I would like to get confirmation whether or not it is allowable to convert normal sand to red sand and sell it on the server. I know that red sand trade is legal and that regular sand trade is illegal but, is it acceptable to take my regular sand, convert it to red sand, and then sell it?
