You can by inviting someone to the island and then leaving the island and making that person the owner of the island.
Just a question about buying islands: does it count as illegal trading if the island being sold is made partly of grass? (it will become dirt when broken)
It is illegal to sell islands if the island has illegal blocks/items on it/in chests, such as grass (only if it is placed), dirt, and sand.
