I will not state my opinion on this yet, but like Ababalala stated, you should follow the template.

Get to know the server a bit more, along with helping on the fourms and in-game likewise as much as possible. I wish you the best in your pursuits, however!

Only reports and appeals can be locked for inactivity. Nowhere does it state that not following the template is against the rules. It just "lowers your chance of getting moderator." Re-read the rules and try again.

 

Mods do not lock applications, so stop asking for this to be locked, the one reason it can be locked by a mod is if it is requested by the player himself.

If you are actually taking this application seriously, I'll give you my feedback.
Starting off with the application itself, there is nothing, literally. I'd suggest looking at accepted applications and actually trying with your own. However don't just copy them, it has to be your own. You can take little ideas from some applications but the main part has to be from you. Also, read the rules and the template for this section, you have to use it in your application or there is no way of you being accepted.
Now, the title. I have no idea why you'd put your 1 sentence application in your title. It should be something like this; [<Your timezone>] <IGN> [<The server your applying for, .Net/.Org>]
It's also best, if you completely fix this up, to add the languages you speak/understand.
The most important part, "Why do you think you should be mod?" Add a nice paragraph or two why do you think you should be mod, remember be honest, you don't want an application made out of lies. Then, maybe add some qualifications, remember, don't add qualifications that you don't apply to, such as honest and intelligent (both great qualities.)
Now, add a schedule of how long you can be active for so people can see if your activity would be good if you were to get mod.
Finally, for the last part, do you have any experience. You haven't said if you've got experience as a moderator. Add a quick, little sentence in saying if you do/do not have past experience.
Some little formatting tips: If you're going to use colour, don't use too much colour, stick to 2-3 colours (including black). Stick to the same font size, and the same font. It will make your application flow better.
Be active on forums, I've never seen you before this application. Help out, make a help thread, an intro, give feedback on applications and suggestions. It's not just about helping and been active in game, forums
In-game, I don't see you on, possibly because of timezones. I can't judge you that much in-game.
