Chat limit

I know how cooldowns and chat limits can be frustrating, I am simply brainstorming on what could be added in order to
-Be less annoying
-could properly limit spammers, and only spammers
-could prevent limiting commands

I said 3 messages thrice and too much chatting in a teeny tiny amount of time. I think what'll be more frustrating is spam bots getting their way, and yes staff can handle them, but it'd be much better if there was an automated system that would prevent such things like the images I have displayed.

 

I just really don't like this idea it would bring the server more apart then together this server is making great advancements and I think as it advances further this problem will be solved

 

So apart from your dislike of the suggestion, could you suggest ideas to limit people that have the intention of spamming.
