New to forums... help?

I see people saying they disagree or agree with something and a flair is added at the bottom of the person's comment. How do I say if i agree in this format? Example of what I mean. How do i get my vote to show up here?

 

Once youve posted like ten times or reached the status "member" youll have access to rating.

 

Once you have a certain amount of posts, you are able to rate. (I think it's 25 but I might be wrong)

 

You need 25 messages then it will appear under the post once you scroll over it.
