"Rehabilitation" is a massive, controversial subject requiring psychology experts and entire departments stuffed full of administrators. Too much trouble. I prefer the operant conditioning method: Repeated bans until the very thought of rulebreaking makes them soil their Spider-Man underwear. But good luck with your method!
