    Does anyone know why why water is turning into packed ice?? if you can help me out that would be great because i have nearly 2 stacks of ice in one play

    Mostly because of your taiga or ice plains biome that cause water to freeze. And since there is no /changebiome in classic, I suggest for you to either place torches near the water or place blocks above the water to act as a ceiling to prevent it from freezing. And I believe you mean ice, not packed ice?
