first, the memory, if it's a budget build get something like a Kingston or Crucial kit with no heat spreaders (heat spreaders are mostly just for looks). second, what are using this for? can't really help with specs without knowing what you're using it for I'll be happy to help you once I know what you'll be using it for

I feel like if this is for gaming, you'd be disappointed. Honestly, if you can, drop the extra couple hundred on graphics card and processor. In the end, you'd be glad you did.
if it's for your mom, you dont need the graphics card, unless she's doing graphics intensive stuff like rendering, since the AMD A-XXXX processors are APUs, meaning they have built in graphics. And I used to use one of them and it worked great for relatively low power stuff like Minecraft and a few steam games. So, if I were you, drop the gpu, get a better power supply, preferably EVGA (they are amazing quality), use this ram Crucial Ballistix Sport 8GB (1 x 8GB) DDR3-1600 Memory (BLS8G3D1609DS1S00) - PCPartPicker, and if you have any more left over money, get a quad core instead of dual.
