What's the issue with your account?

I can't poke a friend of mine, and she can't poke me. I'm wondering if the ban will affect this

What does it say when you try to poke her? Can you tag your friend for me so I can try?

That she hasn't responded to my last poke (and she gets the same message but in reverse--I haven't responded to her last poke). A skrub

Have you tried logging out and back in? Perhaps you should check your settings and reset them?

I tried both, to no avail. ._.

Try ignoring your friend then unignoring them. It may reset the poking system.

I tried that. I also follow/unfollowed.

Tempbanning you will be the last thing the staff team and I choose to do. I'll tag Leeeroieee to see if he has any more solutions to this.
