Really, like someone said before, there isn't a need for mods. The only reason a server would need them is to get rid of hackers and advertisers. The players would naturally form groups, and deal with their problems in their own unique ways. Scamming and griefing shouldn't be punishable here, anyways. It's your fault if you get scammed or griefed. :l
No. People want a happy community and if it is full of scammers etc then lots of people will be annoyed.
