Maybe it can be bought from mods for 10 diamonds? So mods do the commands to do it and u give 10 diamonds?

Theres a plugin alot like this called Citizens...

I support but if this was a donor perk I believe $400's should only get it since they don't have lots of commands + if they do give it to $400's then They would have to figure out a way to make it so they can only do it on there island as Im sure Cyp doesn't want a million cypriotmerks at spawn or a million Notchs.

 

Isn't the plugin part of Citizens?
