According this screenshot, you are not banned as it does not say banned=true, so you are just probably experiencing some (hopefully) minor problems.

 

Why did you rate dissagree i did seen on him and he is banned

 

I think you should be a bit more careful with what you're saying, Andrew is a legit moderator and you should treat him with respect.

 

Look at the picture in the post that's above this one.

Also you can't see someone on the server that's banned.
