Neutral Rating

    But a voice of "oh I'm neutral" (or rather NO voice since it's a rating) doesn't help at all.

    You can put a neutral rating and by saying nothing after that, sure doesn’t help, but if you say something WITH your rating, helps quite a bit. And of course if you rate someone’s mod app for example a no support or a neutral, they will probably try to hunt you down for your reason, if they really care about your opinions, and their mod app.

    Yeah, It sucks to have someone have a neutral status, but clicks "no support" like wth??

    Ask them to elaborate, if they don't oh well, you still have the conclusion of them not liking he idea.
    Neutral brings no side to the argument.
