    Yes you can get command blocks, just tell Cyp he will disable commands in the block

    even when i was mod i still knew command blocks are donor400 items, just like how Xolt has one lol

    Command blocks used to be illegal. Now, there is only (I believe) one legit command block on the server which Cyp gave to Xolt as a donor 400 item.
