Donater Kits Question

Donor $50

I was on my brothers account recently (he is a $250 donor) and I noticed he had access to all of the kits of all of the other ranks (donor10, donor25, etc).

I checked my kits on my account and realized I only had access to donor50.

Here is my question: Am I supposed to have access to donor25 and donor10? or is this just me not understanding?

(note: on another server (Minecraft Central) my username was charged back after someone purchased a rank for me and then wanted a refund. I had to donate with another method, so I don't know if this could be the issue or not)
