As you have bipolar, I honestly think that's not a good idea to apply for mod if you have this. It will make you get angry at others and do things you shouldn't.

 

I'm not on .ORG as I play on .NET so I can't really judge you by person but I can judge you by your app.

For your app I'm going to give a 40% support. This is because when I looked at your "Qualifications to become a mod" part I was in shock of how short it was (sorry for sounding mean). I suggest you REALLY lengthen it. Take a good look at other applications and how long it should be. Also don't make it too long that it would be boring to read. When doing your mod app (Mai told me this to mine) try not to add stories. In apps you just have to get to the point.Also try squeeze a few extra hours of activity in the weekends. Other than that your mod app was good. Over time I may increase my support. From what I can tell from the comments you are quite active so that is good.
