I think you can get it from the nether although the drop rates are pretty low. You'll only need silk touch if you have Fortune on your shovel. So try mining a lot and you'll eventually get some. So basically it is the same as quartz
As stated, gravel can only be found in the nether or bought from player shops. Gravel, like quartz and most other nether materials had quite a rare drop rate.
go far out in thr nether and build a path straight forward at any direction be at hight maybe Y-70 so you can see down good In the nether , gravel generates naturally in large veins between Y=63 and Y=65 in one-block-deep layers also if i see smal amound of gravel against walls i usaly follow them and find larger depposits also i often fid gravel close to nether fortress all this is just personal hints to find gravel exuse my bad grammar and english overall
You will have to go to the nether to obtain gravel. You will need a enchanted shovel to mine it, but like quartz, it has a relatively low drop rate.
