Implemented Increase water event limit

In the new eco beta there is a feature that limits water updates on the server. This is overall a good implementation to improve the proformence of the server. However right now it is just too high and makes the use of using water very hard. I suggest that we up this limit abit in order to be able to use water buckets and ice more effective without being limited so fast. I also suggest that we should be able to see that we are being limited with a message in game such as the one we have with the redstone piston limit. If we could up the amount of water that can spread or the atleast the distance before it gets limited that would be a worthy improvement.
