I did a quick exploration because I was curious. I scouted the neighboring 8 islands (imagine a 3x3 grid with my island in the center). All except 1 were completely undeveloped. The one developed island had a small oak tree farm and a primitive cobblestone hut with a single chest. The most recent activity on any of the islands using the /seen command was 8 days ago. I only started within the last two weeks or so so I am surrounded by new players but the level of development in comparison... Well it's not even a comparison. If you have fly and have done a scouting mission, vote in the poll and reply with more details if you feel so inclined.
Funnily enough most of the islands around me are developed. I’m in a triple chain myself which helps matters although there are one or two semi-developed islands around me from randoms. As for my 4 alt accounts, none of them have neighbouring islands that have more than a block removed or placed. All are basically untouched.
I guess as far as the poll is concerned that would be 1 yes and 4 no's. Too bad I didn't think of this situation before making the poll...
On my main account, there are 4 developed islands around me. 1 random, and the 3 people in my island chain. Once the other islands get the 199x199 expansion, we will link up and turn into one huge island.
I’d imagine the point that you joined the server would have a large impact on whether your neighbours are active or not, and how far into playing they got. For me, I joined when the new server was released in 2018 - so at the point where already established players in the /classic community were transitioning over and creating new islands. The number of older players overshadowed the newer players who would be susceptible to leave after a short time. That most likely plays a huge part in why my 4 adjacent islands are all largely developed. When I joined on classic, the server was already well into its course of playing, so my island was out in the sticks and had very few, if any, of its neighbouring islands developed.
I joined when the new server was out. I managed to get myself a 4-5 island chain with my friend Purplevillager1 and OfficerWade. The islands around me are mostly starter islands except an island or 2
Due to how the islands generate you would have to wait for enough people to join for the islands to "revolve" around in a circle and back to you if you wished get islands that aren't in a chain. Unless, of course, you just buy the islands around you. I know on Economy Asivator has a 3x3 island block, which is pretty impressive.

My alt (BlockyBB) has a resonably developed one and it's about a month since last activity. I'm in the same triple chain as Togpuss so yeah, developed islands on 4 sides.
